She Joins in on August 29
Menat, an all new character, makes her Street Fighter 5 debut on Aug. 29. She was revealed this morning during a break in the final eight round of E-Sports Festival Hong Kong 2017.

There had been plenty of speculation, as far back as May, that Menat would be the new DLC character coming at the end of the month. The fortune teller from Ed’s story mode resembled the next silhouette to be filled in Street Fighter 5’s roster, and a character list leaked before Ed joined the game mentioned Menat by name.
Menat will have three looks, a standard, story mode and battle costume. She’ll be accompanied by 30th anniversary costumes for other characters when the DLC drops on Tuesday.

Menat seems to be heavily based around her crystal ball, which she uses for a variety of mix ups, combos and attacks. It's also a juggling tool. She even has a dive kick which looks to be effective in baiting throws.
Capcom also previously revealed more DLC costumes for Street Fighter V's character. Four new outfits be available from August 29 to coincide with the fighting game series' 30th anniversary. The costumes are for M. Bison, Guile, Ibuki, and Karin, and each one retails for $4 each. You can see screenshots of the outfits here.

Rounding out some of the other moves showcased in the trailer, she appears to have a slide attack, and a reflect move to deal with projectiles. Her V-Trigger summons six orbs on screen, and they attack the opponent one at a time, plus can be used in conjunction with her crystal ball.
She seems to be a character who primarily focuses on mix ups and stylish play, setting the opponent up for rough scenarios which are difficult to block or counter. You can find her trailer below to watch her in action for yourself.
Menat is available to purchase individually for $6 or as part of the game's $30 Season 2 Character Pass. This pass also includes Akuma, Kolin, Ed, and Abigail.
